All audio on film is dubbed. It has to be synchronized with the visual. I'm not anxious to defend this little piece, but if it was poorly synchronized or not properly ADR'd, then you'd have problems not uncommon to cheaply shot indies back then. As far as the quiet streets, Los Angeles is a madhouse, but I could easily duplicate that kind of sparse traffic here at say, 5 am on a Sunday morning. . . Still, 140, except perhaps on one very long straight, is a highly suspect claim.
